David has held senior roles in public and private health, education, IT and management consulting organisations in the UK, US & New Zealand, and has worked with organisations throughout the world.

 

After completing a Bachelor of Science in Computer Science & Software Engineering at the University of Birmingham in England, he worked for a number of education services organisations, most notably working as a Chief Information Officer for a large, international training & recruitment company, and as a managing director of an organisation specialising in management applications for colleges & universities in the UK and the US.

Relocating to London, David joined PwC to lead a number of high profile client assignments in health and education and was seconded to, and then joined, England’s Department of Health, to lead a groundbreaking NZ$10 billion programme to manage the engagement of private sector health providers to deliver publicly funded healthcare services for England’s National Health Service.

David left the Department of Health to join the health informatics specialist, Dr Foster Intelligence, as their Chief Information Officer where he had overall responsibility for their technology and product set and worked with the team that developed the acclaimed NHS Choices health website.

 

In 2008, David moved to New Zealand and joined the Ministry of Health where he held a number of positions, including Acting Deputy Director General, heading up the Ministry’s Information Directorate. Following the establishment of the National Health Board, David led significant organisational change and was appointed to the role of Director of Information Delivery and Operations where he led a team of more than 450 staff to deliver sector technology, information and payment services.  

 

Since joining ForeConsulting, David has provided advice and support to organisations throughout New Zealand across a range of engagements with regional & central government. and private sector clients, his work has included engagement in the following areas:

  • Providing strategic advice in relation to investments and major programmes of work;

  • Advice & support in relation to organisation & project related team structures, including leading              organisation change programmes;

  • Reviews, advice and board membership on major programmes of work;

  • Coaching and mentoring at executive, senior management and project level;

  • Interim assignments at executive and senior management level; and

  • Workshop facilitation.

 

David is registered with the State Services Commissions as a Gateway Reviewer, to participate in assurance reviews of major projects and programmes using the methodology developed by the UK’s Office of Government and Commerce.

 

Amongst his interests, David is a qualified pilot, a keen runner and skier. He is married to a kiwi who he met when they were both living in London. They relocated to Wellington and now have two young daughters.  David is a school board trustee.  David is a citizen of New Zealand and the United Kingdom.
